A minimal amount was paid to any one of the counties insurers usually the one that handled your &lt;span id="SPELLING_ERROR_1" class="blsp-spelling-corrected"&gt;comprehensive&lt;/span&gt; cover on your vehicle.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Claims were managed by &lt;span id="SPELLING_ERROR_2" class="blsp-spelling-corrected"&gt;attorneys&lt;/span&gt; who specialised in these sorts of matters, they were usually protracted litigious matters and took around 2 years to settle. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Post Apartheid saw the advent Road Accident Fund and the &lt;span id="SPELLING_ERROR_3" class="blsp-spelling-corrected"&gt;dissolution of the 3rd party system. Funding of the system and payout would come from a tax/levy taken from petrol at sales point.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="blsp-spelling-corrected"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="blsp-spelling-corrected"&gt;There has been abuse by unscupulous attorneys putting through false claims per press.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="blsp-spelling-corrected"&gt;There has been uneeded expenditure in protracted in litiguation against claimants by raf .&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="blsp-spelling-corrected"&gt;The management of the fund is questionable and should be audited by independant Auditors.&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="blsp-spelling-corrected"&gt;The public who is funding the RAF is not happy with the management or the ACT for the following:&lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;By Statute the Government has taken away the citizen common law rights to seek compensation from other parties.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Compensation at state health institutions is preposterous given the state of the South Africa's State institutions.&lt;/div&gt;&lt;br /&gt;I belive that changes of this nature should not be done by parliment, it must be by referendum.&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;On the 29th September 2008, basically about 2 months after the amendment to the act, I was a passenger in a motor accident and have been left with a damaged left hand that is palsy. I&lt;/div&gt;&lt;div&gt;have been out of action for 8 months. Cant do the things I used to and do drive at the moment.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;In the aforgoing the new act is explained with a brief history&lt;/span&gt;&lt;/strong&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;span class="blsp-spelling-corrected"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;On the 1 August 2008 the Road Accident Fund Amendment Act was implemented. It brought about some major changes in how the fund operates. We will first review what the Road Accident Fund is all about and then we will take a more in-depth look at the changes and how it affects all of us. Any accidents that took place before the 1 August 2008 still fall under the old rules.&lt;br /&gt;What is the Road Accident Fund?&lt;br /&gt;The fund is controlled by government and was formed after the approval of legislation to cover drivers and passengers for any bodily injuries, or death, sustained as a result of a road accident caused by a negligent driver. The negligent driver is not allowed to claim from the fund, only the third parties. The fund falls under the jurisdiction of the Department of Transport. Money to sustain the fund comes from a levy included in the price of fuel so every motorist in South Africa contributes to the fund every time you fill your car with petrol. Contributions to the Road Accident Fund are also referred to as Third Party Insurance but is should not be confused with Third Party Insurance cover that you will take out to protect yourself against personal claims by third parties, or to pay for the damage to the property of third parties.&lt;br /&gt;How does the Fund operate?&lt;br /&gt;A third party, or his dependants, can implement a claim against the fund for injuries sustained, or for death, that resulted from the negligence of a driver. What happens is that the Road Accident Fund takes over the responsibility of the negligent driver.&lt;br /&gt;What and how much can be claimed?&lt;br /&gt;The new act removed certain inequalities to ensure that all innocent road users will be able to claim for injuries, medical treatment and loss of income. Before the amendments came into effect there was no limit to the amount that could be claimed as loss of income, now a maximum limit of R160 000 per year applies for income loss or loss of support, irrespective of the number of dependants. The Road Accident Fund stipulates that the driving of a car must have led to the injuries or death; if a car falls on a mechanic while he is working on it, he cannot claim from the Road Accident Fund.&lt;br /&gt;The right to sue the guilty party&lt;br /&gt;Another very important change, that goes hand in hand with the one above, is that a claimant no longer has the right to sue the guilty party in the event of an accident. This will restrict the claimant’s potential to sue for full compensation. As an example, if you have earned more than R160 000 a year and are totally disabled after the accident, you can only claim the maximum of R160 000. The implication is that you should ensure that you have sufficient income protection insurance, medical aid and disability cover to make up for the shortfall, if you fall in this category.&lt;br /&gt;Medical Costs&lt;br /&gt;Medical cost claims will now be limited to the rates charged by public health authorities so if you are treated in a private hospital the difference will have to be covered by your medical aid or by yourself.&lt;br /&gt;Passenger Limitation and General Damages&lt;br /&gt;Previously passengers was limited to a maximum claim of R25 000, this limitation has been removed and passenger claims will be settled in full, subject to the maximum limits applicable. General Damages will compensate claimants for pain and suffering and disfigurement. However, take note of the fact that the Road Accident Fund’s liability for general damages will be limited to “serious” injuries as determined by certain laid-down rules and by a medical practitioner. Previously one could claim for things such as “loss of pleasure,” this will probably not be classed as a serious injury under the new rules.&lt;br /&gt;Property Damage&lt;br /&gt;As has always been the case, no claims for any damage to property can be made to the RAF. You can still claim for the damage to your car from the guilty party or his insurance company.&lt;br /&gt;A common law right&lt;br /&gt;The amendment act has removed a person’s common law right to sue the guilty party for injuries or death. This is a very emotional issue and it is probably only a matter of time before we see this being tested in the constitutional court.&lt;br /&gt;What should you do?&lt;br /&gt;If you are concerned about the new limits that apply, as you fall into a higher income bracket, the best advice is to consult your insurance broker and review your total insurance portfolio to ensure that you and your family are adequately protected in case of death or serious injury. Previously some claimants could claim unlimited compensation from the fund while others, such as passengers, were limited to R25 000. The new amendment act has now brought about a fairer dispensation to all road users. If you were injured in a car accident and want to lay a claim against the Road Accident Fund you can do so in your own capacity but we would rather recommend that you contact a lawyer to do it on your behalf. A chemical reaction between Vitamin C and Sodium Benzoate creates Benzine a highly carcinogenic chemical (story by Channel 9). Benzine has the ability to severely damage the DNA in the Mitochondria to the point that it totally inactivates it, knocks it out altogether. The Mitochondria consumes Oxygen to give you energy, and if you damage it, then the cell starts to malfunction very seriously, often fatally. A whole array of Diseases has been tied to the damage to the DNA, including Parkinson's Disease and quite a lot of Neuro-Degenerative Diseases. Most European countries have forbidden the importation and use in their Country of Aspartame including all makes of Saccharin, example Equal, Nutra-Sweet, Spoonful &amp;amp; all diet drinks, including 6,000 consumer good's and beverages sold on supermarket shelves. This ban affect's all use of this product in any type of consumable and infringement will carry penalties that go from 9,000 Euros to 90,000 Euros. Mexico is also considering banning all 6,000 products of Aspartame on its supermarket shelves. In Mexico Aspartame is known as Rumsfeld's Disease, after George Bush's mate Donald Rumsfeld. The Nutra-Sweet company and Searle are owned by Monsanto who appointed Rumsfeld as their General Manager so they could use his clout with Parliament to get this deadly poison passed by the FDA and boost their sales of Aspartame products. Avoid all toothpastes made in China , especially Colgate's as they contain Ethylene Glycol. This is an anti-freezing agent, highly toxic and even fatal -- it destroys the liver, kidneys, lungs, blood cells, heart and the nervous system. It is also in some mouth washes, make-up, aftershaves, baby powder and wipes, shampoos, and deodorants. Avoid Smarties; they contain almost every toxic artificial colour on the market. The worst are 102 and 104, and the worst of all is 110 (carcinogenic), 124 (undesirable), 127 (carcinogenic), 128 (extreme caution). 129, 131, and 133 are also carcinogenic. To top it off Smarties are not even made of Chocolate - neither are Tim Tam's. The Arab leadership rejected this plan, but on May 14, 1948, the State of Israel was declared. The next day, five Arab states declared war on Israel. How did the war endJews living in the Diaspora have long aspired to return to Zion and the Land of Israel. That hope and yearning was articulated in the Bible and is a central theme in the Jewish prayer book. Beginning in the twelfth century, a small but steady stream of Jews began to leave Europe to settle in the Holy Land. After Jews were expelled from Spain in 1492, some made their way to the Land of Israel.During the 16th century, the pace stepped up, and large communities struck roots in Jerusalem, Hebron, Safed and Tiberias. In the second half of the 18th century, entire Hasidic communities from Poland, Galicia and Ukraine settled in the Holy Land with their rabbis.&lt;br /&gt;The first large wave of modern immigration, known as the First Aliyah (Hebrew: עלייה), began in 1881, as Jews fled pogroms in Eastern Europe. While the Zionist movement already existed in theory, Theodor Herzl is credited with founding political Zionism, a movement which sought to establish a Jewish state in the Land of Israel, by elevating the Jewish question to the international plane. In 1896, Herzl published Der Judenstaat (The Jewish State), offering his vision of a future state; the following year he presided over the first World Zionist Congress.&lt;br /&gt;During the Second Aliyah (1904–1914), some 40,000 Jews settled in Palestine. Both the first and second waves of migrants were mainly Orthodox Jews, but those in the Second Aliyah included socialist pioneers who established the kibbutz movement. During World War I, British Foreign Secretary Arthur Balfour issued what became known as the Balfour Declaration, which was viewed with favour the establishment in Palestine of a national home for the Jewish people. The Jewish Legion, a group of battalions composed primarily of Zionist volunteers, assisted in the British conquest of Israel. Arab opposition to the plan led to the 1920 Palestine riots and the formation of the Jewish defense organization known as the Haganah, from which the Irgun and Lehi split off. In 1922, the League of Nations granted Great Britain, a mandate over Palestine for the express purpose of "placing the country under such political, administrative and economic conditions as will secure the establishment of the Jewish national home.&lt;br /&gt;Jewish immigration continued with the Third Aliyah (1919–1923) and Fourth Aliyah (1924–1929), which together brought 100,000 Jews to Palestine. In the wake of the Jaffa riots in the early days of the Mandate, the British restricted Jewish immigration and territory slated for the Jewish state was allocated to Transjordan. The rise of Nazism in the 1930s led to the Fifth Aliyah, with an influx of a quarter of a million Jews. This influx resulted in the Arab revolt of 1936–1939 and led the British to cap immigration with the White Paper of 1939. With countries around the world turning away Jewish refugees fleeing the Holocaust, a clandestine movement known as Aliyah Bet was organized to bring Jews to Palestine. By the end of World War II, Jews accounted for 33% of the population of Palestine, up from 11% in 1922.Independence and first years Main articles: 1948 Arab-Israeli War and Declaration of Independence (Israel)&lt;br /&gt;David Ben-Gurion proclaiming Israeli independence on May 14, 1948 below a portrait of HerzlIn 1947, the British government withdrew from the Mandate of Palestine, stating it was unable to arrive at a solution acceptable to both Arabs and Jews. Jordan annexed what became known as the West Bank and Egypt took control of the Gaza Strip. Israel was admitted as a member of the United Nations on May 11, 1949. During the course of the hostilities, 711,000 Arabs, according to UN estimates, fled from Israel.Arab persecution of Jewish communities precipitated a similar Jewish exodus from Arab lands. The fate of the Palestinian refugees today is a major point of contention in the Israeli-Palestinian conflict.&lt;br /&gt;In the early years of the state, the Labor Zionist movement led by Prime Minister David Ben-Gurion dominated Israeli politics. These years were marked by mass immigration of Holocaust survivors and Jews fleeing Arab lands the population rose from 800,000 to two million between 1948 and 1958. Most arrived as refugees with no possessions and were housed in temporary camps known as ma'abarot. By 1952, over two hundred thousand immigrants were living in these tent cities. The need to solve the crisis led Ben-Gurion to sign a reparations agreement with West Germany that triggered mass protests by Jews angered at the idea of Israel "doing business" with Germany.&lt;br /&gt;During the 1950s, Israel was frequently attacked by Arab fedayeen, mainly from the Egyptian-occupied Gaza Strip. In 1956, Israel joined a secret alliance with Great Britain and France aimed at recapturing the Suez Canal, which the Egyptians had nationalized (see the Suez Crisis). Despite capturing the Sinai Peninsula, Israel was forced to retreat due to pressure from the United States and the Soviet Union in return for guarantees of Israeli shipping rights in the Red Sea and the Canal. At the start of the following decade, Israel captured Adolf Eichmann, an implementer of the Final Solution hiding in Argentina, and brought him to trial. The Consumer Protection Bill has been signed into law by President Kgalema Motlanthe, the department of trade and industry (dti) said on Thursday.&lt;br /&gt;"The primary purpose of the new Act is to prevent exploitation or harm on consumers and to promote the social well-being of consumers," the dti said in a statement.&lt;br /&gt;Motlanthe signed it on April 24 and it was gazetted on April 29.&lt;br /&gt;The Consumer Protection Act would introduce general principles of consumer protection and would serve as an overarching governing statement on consumer protection matters in South Africa.&lt;br /&gt;It aimed to create a strong culture of consumer rights and responsibilities, as well as to promote a fair, efficient and transparent market place for consumers and business, the dti said.&lt;br /&gt;Nomfundo Maseti, the acting deputy director general in the dti, said the primary purpose of the act was to protect consumers from exploitation and unfair practices by unscrupulous businesses, and to empower consumers to make wise purchasing decisions.&lt;br /&gt;"It achieves this by introducing, amongst others, a system of product liability and improved redress.&lt;br /&gt;"Producers, distributors or suppliers, will be liable for any damages in the form of death, injury, loss, or damage to property and economic loss, to the consumer or third party," she said.&lt;br /&gt;The act decriminalised certain conduct and subjected it to administrative sanctions, while it also enabled consumers to demand refunds if goods were of inferior quality.&lt;br /&gt;"Consumers may return the goods to the supplier, without penalty and at the supplier's risk and expense, if the goods fail to meet the required standard," said Maseti.&lt;br /&gt;Consumers were now empowered to cancel contracts if not satisfied with the terms of contract.&lt;br /&gt;Unscrupulous&lt;br /&gt;Further, consumers would have a final say in whether they would like their contracts to be renewed or not.&lt;br /&gt;"Consumers will now be protected from the unscrupulous businesses that tend to induce them to waive the obligations and liability of the supplier in terms of agreement," Maseti said.&lt;br /&gt;The act promoted consumer activism by providing for accreditation of consumer groups for lodging complaints on behalf of consumers.&lt;br /&gt;It also provided for possible financial support for activities such as consumer advice, education, publications, research and alternative dispute resolution through mediation or conciliation, Maseti added.&lt;br /&gt;For implementation purposes, the National Consumer Commission - about the cell phone call s on these lines &lt;span id="SPELLING_ERROR_16" class="blsp-spelling-error"&gt;that&lt;/span&gt; should not have been allowed be cause the Block was not working.&lt;br /&gt;The Block call fails to block calls.&lt;br /&gt;The Block department has even past credits.&lt;br /&gt;There is a fault in the System.&lt;br /&gt;I notified each person that the Block call does not when reporting the complaint&lt;br /&gt;I have had it investigated by a Maria in December, but I believe that she did not understand what was get to.&lt;br /&gt;The lines have been wet and cables have replaced twice.&lt;br /&gt;There has been earthing problems from your side and two modems have been replaced&lt;br /&gt;One &lt;span id="SPELLING_ERROR_17" class="blsp-spelling-error"&gt;ADSL&lt;/span&gt; Filter has been replaced.&lt;br /&gt;I have heard other people talking on my line and when I put the phone down they carry on talking and can then dial on the line.&lt;br /&gt;The matter has been reported 5 times.&lt;br /&gt;I am out of pocket +/- R 4500.00 excluding interest and the cut of cost. I pay because I have no choice However I have no come to you .&lt;br /&gt;&lt;br /&gt;You might ask why I took so long because I have been in and out of hospital since February 2008 until March 2009.&lt;br /&gt;&lt;br /&gt;I find it difficult to &lt;span id="SPELLING_ERROR_18" class="blsp-spelling-error"&gt;visit&lt;/span&gt; you service centre as I am in constant pain. He added that the ice bridge could linger weeks or months.  Size of Jamaica&lt;br /&gt;The Wilkins once covered 16 000km². It has lost a third of its area but is still about the size of Jamaica or the US state of Connecticut. Once the strip breaks up, the sea is likely to sweep away much of the remaining ice.&lt;br /&gt;Icebergs the shape and size of shopping malls already dot the sea around the shelf as it disintegrates. Seals bask in the southern hemisphere summer sunshine on icebergs by expanses of open water.&lt;br /&gt;A year ago, BAS said the Wilkins was "hanging by a thread" after an aerial survey. "Miraculously we've come back a summer later and it's still here. If it was hanging by a thread last year, it's hanging by a filament this year," Vaughan said.&lt;br /&gt;Nine other shelves have receded or collapsed around the Antarctic peninsula in the past 50 years, often abruptly like the Larsen A in 1995 or the Larsen B in 2002. The trend is widely blamed on climate change caused by heat-trapping gases from burning fossil fuels.&lt;br /&gt;Warming to blame&lt;br /&gt;"This ice shelf and the nine other shelves that we have seen with a similar trajectory are a consequence of warming," Vaughan said.&lt;br /&gt;In total, about 25 000km² of ice shelves have been lost, changing maps of Antarctica. Ocean sediments indicate that some shelves had been in place for at least 10 000 years.&lt;br /&gt;Vaughan stuck a GPS monitoring station on a long metal pole into the Wilkins ice on behalf of Dutch scientists. It will track ice movements via satellite.&lt;br /&gt;The shelf is named after Australian George Hubert Wilkins, an early Antarctic aviator who is set to join an exclusive club of people who have a part of the globe named after them that later vanishes.&lt;br /&gt;Loss of ice shelves does not raise sea levels significantly because the ice is floating and already mostly submerged by the ocean. But the big worry is that their loss will allow ice sheets on land to move faster, adding extra water to the seas.&lt;br /&gt;3°C warmer&lt;br /&gt;Wilkins has almost no pent-up glaciers behind it. But ice shelves further south hold back vast volumes of ice.&lt;br /&gt;"When those are removed the glaciers will flow faster," Vaughan said.&lt;br /&gt;Temperatures on the Antarctic Peninsula have warmed by about 3°C since 1950, the fastest rise in the southern hemisphere. There is little sign of warming elsewhere in Antarctica.&lt;br /&gt;BAS scientists and two Reuters reporters stayed about an hour on the shelf at a point about 2km wide.&lt;br /&gt;"It's very unlikely that our presence here is enough to initiate any cracks," Vaughan said.&lt;br /&gt;"But it is likely to happen fairly soon, weeks to months, and I don't want to be here when it does."&lt;br /&gt;The UN Climate Panel, of which Vaughan is a senior member, projected in 2007 that world sea levels were likely to rise by between 18 and 59cm this century.&lt;br /&gt;But it did not factor in any possible acceleration of ice loss from Antarctica. The average cost of a blood Glucometer ranges from South African currency R 350.00 to R 950.00, Strips range from R 250.00 to R 350.00 per pack of 50; chronic diabetics test their levels on average 5 times a day. This cost places a heavy burden on state and privately funded medical institutions and has a direct effect in increasing the overall costs of HMO’s and medical aids, not to forget the cost to the patient at approx. R3500.to R4000.per annum.&lt;br /&gt;There are no more than 15 major manufactures of invasive testing Glucometers. Typical meter hardware includes a standard microcontroller that includes an LCD driver, a serial EEPROM, and an analog CPU that is 16 Bit. The CPU provides Spectrometer Interface, Power Management, Real-Time Clock (RTC), and Analog to Digital Conversion (ADC) functions, and is controlled by the microcontroller through a parallel access port. The meter can be powered by a single Lithium battery power source. The capability of powering from a single Lithium cell limits the allowable power consumption of the meter. Only the RTC on the AFE is enabled in this mode. The main system function is to accurately measure blood glucose. A means of calibration is provided to account for component variations and to maintain measurement accuracy. The measurement results are stored in a data log that, upon request, can be uploaded to a PC via a USB serial cable. The data log is implemented on a non-volatile memory (EEPROM) that keeps the data in the event of battery removal or power loss.
